California Expands Access to Free Menstrual Products at Schools

Beginning in the 2022-2023 academic year, all public schools and college toilets in California must be provided with free sanitary napkins and tampons.

The bill, signed by Governor Gavin Newsom on October 8, adds to the 2017 law requiring students to provide free menstrual supplies to low-income schools in disadvantaged areas. Associated Press report.

The new law extends to include all public and state schools (6th-12th grades, community colleges, California State and University systems).

According to advocacy Women’s Voices for the Earth, several other states are also considering or requesting free sanitary napkins in public schools. It pointed out that more than half of US states still tax menstrual products as “luxury” items. AP report.

California has previously abolished such taxes. Around the world, many countries are doing the same, including the United Kingdom, Australia, Canada and India.

“California is joining more and more states, leading the way in demonstrating that menstrual equality is a human rights issue,” advocacy group PERIOD said in a statement. “Students do not lose study time for their own period, period.”

California Democrat Cristina Garcia said the bill she sponsored was important.

“Our biology does not always send advance warnings when we are about to start menstruation. This means that we need to stop everything we are doing and deal with the period. Means, “she said. AP.. “Just as toilet paper and paper towels are available in almost every public bathroom, so should sanitary napkins.”
